Bid/proposal offered by the owner of the property to sell his/her land to the municipality

Purpose: Provides the municipality with the possibility of the right of first refusal of construction land by different persons.

Description: The offer from owner-holder of the property for its sale to the municipality is done by filling the standard form which is found in the Citizen Service Center (CSC), which issues a proof of receipt of the request of the parties - which is sent together with all other case papers to the DCGP, which issues, within the legal deadline (after verification of submitted documentation), the decision; after verification of the case DCGP notifies the applicant whether it is interested to buy the offered property or it refuses the offer (refuse purchase).

Legal basis

  • Law on Turnover of the Immovable Property of SAPK Article 19 and 20 par. 4 of Law on Turnover of Immovable Property of SAPK (Offic. Gaz. No. 45/81, 29/86, 28/88).
